Casara of West Henderson: 390 Affordable Apartments Rise on BLM Land Sold for About $100 an Acre

Henderson has approved Casara of West Henderson, a 390-apartment affordable community at Las Vegas Boulevard and Larson Lane, on 18.59 acres of federal land sold for about $100 an acre — against an appraised value of $13.65 million — under a law written for exactly this purpose.

A nearly 19-acre empty lot at Las Vegas Boulevard and Larson Lane is set to become 390 affordable apartments. The Henderson City Council approved Casara of West Henderson on October 20, and the Bureau of Land Management has sold the 18.59-acre site to Ovation Development Corporation for about $100 an acre — roughly $1,900 in total for land appraised at $13.65 million — under Section 7B of the Southern Nevada Public Land Management Act, which lets the BLM make public land available to local governments below market value specifically for affordable housing.

The $113 million project will offer one-, two- and three-bedroom apartments with utilities included in the rent, according to the developer. Every home is reserved for households earning at or below 60 percent of the area median income, and 42 homes will be held for households at or below 50 percent. Ovation principal and chief operating officer Jess Molasky told KTNV the community is the company's first affordable development with no age restriction.

Henderson Mayor Michelle Romero credited the BLM for selling the property, and the land transfer was completed in about two and a half years. Construction is expected to be under way by the holidays, with completion estimated in 18 to 24 months, and Ovation expects to begin accepting applications around mid-2028.
